On the other hand, about 180 thousand migrants from Armenia are in a risk group because of the tightening of immigration legislation in Russia and the practice of punishment for foreign nationals who have committed any wrongdoing . As a result of Russian legislative innovations, more than 60 thousand migrants cannot enter Russia already. At a recent press conference, the head of the State Migration Service, Gagik Yeganyan, spoke about the constant negotiating process with the Russian side: about 3,600 applications were submitted, 2800-2900 were answered. Alas, a positive outcome only occurs in 22-23% of applications to which the relevant services of the Russian Federation have given their answer. In parallel to the increase in the number of Armenian migrant workers who have lost their opportunity to go back to work in Russia, the volume of private transfers which are coming from there is decreasing, the publication continues. In general, according to the results in 2014, about 1728.5 million dollars were sent to individuals for non-commercial purposes in the country through the banking system of Armenia. This is 7.5% less compared with 2013. At the same time, as pointed out by the Armenian Central Bank, the vast majority of transfers coming to Armenia, about 83%, are Russian. In particular, transfers from Russia amounted 1.4342 billion dollars, i.e., 10.7% less than in the previous period. According to the Central Bank, this happens mainly because of the depreciation of the ruble. The publication notes that remittances to the local economy are one of the main growth factors. According to the Central Bank, the volume of transfers to Armenia for 2013 amounted to 17.3% of GDP.The author of the article recalls that a couple of years ago according to an analysis in the National Report on Competitiveness, the level of Armenia's dependence on private transfers was one of the highest, compared with 20 countries such as Bangladesh, the Philippines, Moldova, Nicaragua, Zambia, Kyrgyzstan, Tajikistan, Honduras, Haiti. And if in these countries the level of economic dependence on transfers has been decreasing, starting in 2005, in Armenia it remained unchanged.Determining that the situation remains the same today, the publication expresses hope that the government, taking into account the new realities, will begin finally to address the issues of employment and to provide more support to small and medium-sized businesses.* * *The newspaper North Ossetia reports about a day center for senior citizens and people with disabilities functioning in Vladikavkaz, which is part of the Ministry of Labour and Social Development of the republic. According to the newspaper, it does not look like a state-owned institution, here in the doorway it's like you are plunging into the atmosphere of kindness and comfort, peace of mind and hospitality."This is not a nursing home, as we are often confused, says the center's director Marina Khetagurova, as a kind of kindergarten "for grandparents." Our main goal is implementation of federal laws in the field of semi-fixed social services."Recipients of the services of the center, depending on their interests, health, life situations specificity and individual rehabilitation programs are provided with social welfare services, facilities for pre-hospital care, medical and employment, cultural and consumer services.
