At the meeting in New York with the first Assistant of UN General Secretary on Humanitarian Affairs, Ivan Shimonovic, women deputies of the Verkhovna Rada of Ukraine called for increased humanitarian assistance to their country to overcome the consequences of hostilities in the Donbass, and to solve the problems of immigrants. Folk chosen ones also asked to strengthen the monitoring and humanitarian missions, which will fix the violations of human rights in the Donbas.
Moscow also discusses the humanitarian disaster in Ukraine. According to the deputy chairwoman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, Tatiana Moskalkova, “by all indications the category 'humanitarian catastrophe' applies to the situation in Ukraine. When all the sectors of the economy, moral and ethical communication between members of the same state have been destroyed, the category of 'civil war' can be applied to this disaster.”
Moskalkova thinks that the crisis in Ukraine “is a detonator of peace of the world in general and a harbinger of a major war.” “After several rounds of negotiations at the highest levels, today one can probably use such a medical term as "stable but critical" - the situation in Ukraine is stable but critical. And this is progress, to some extent, because there is hope that we can prevent the growth of aggression not only in this region, but also inevitably involving this conflict in all regions of the world, all countries of the world.
Of course, the situation is better than it was at the beginning of this year. Agreements at the highest level are there, and slowly, with violations, yet they are being executed. The DPR and LPR have withdrawn heavy weapons from the restriction line. On the other hand, we do not see such activity on the part of Kiev. The most important thing is to escape from the dependence on militarized behavior, if such a term can be applied, from the psychological dependence, hatred, desire for revenge, misunderstanding each other on the legal level, as part of the nation believes that it is struggling for independence and referring to international documents on the right of nations to self-determination, and the other part operates in other categories, calling for the integrity of the state and calling the other part of the population separatists. The most important thing today is in the brain, in human psychology. Overcome this, and then you can begin the process of implementing the legal agreements and norms, which there are today,” the MP says.
“There is an ancient Roman formula: when sabres rattle, the law is silent. And we see how laws have been toppled. In situations of armed conflict, the law is toppled and cease to operate. And today most of our common goal, our global task, is to put everything in its place. This might not be fast. And we understand that recovering situation will take a long time,” Moskalkova thinks.
