Speaker of the Federation Council urges not to economize on Kavminvody

Social obligations to the population will be fully implemented, according to Valentina Matviyenko, the speaker of the Federation Council, commenting on suggestions on changing the federal budget for 2015. “Furthermore, expenditure on social spending even increased by 5%,” Matviyenko said. “However, we insist on restoration of the 2 billion rubles which were exempted from road construction in the subjects of the Russian Federation. Secondly, we consider the government's desire to reduce the cost of rehabilitation and sanatorium rehabilitation, primarily for children and those social groups which need it, to be unjustified. We also put forward an amendment for the needs of these funds.”

Matviyenko paid attention to reconstruction of historic and cultural facilities in Kislovodsk. According to her, the budget reduces the financing of restoration of buildings of Kavminvody. “The Federation Council is substantively involved in the restoration of our resorts, in particular Caucasian Mineral Waters (Kavminvody), we are preparing a special law on the development of our resort and the recreational area of ​​ Caucasian Mineral Waters and want to prevent a reduction in the renovation and rehabilitation of the buildings and architectural monuments which are a part of the complex and are the face of these resorts. We insist that these facilities incur no cuts in funding that would affect them being used this year, because work on them has already started.”

Matviyenko also suggests increasing the funding for social non-profit organizations: “People have a very important mission - they help the state in solving a variety of social problems. This is civic society, socially oriented, there are a lot of people who work with public-spirited enthusiasm, they are working, spending their time, and to crop and reduce their ability to implement their activities is wrong. And secondly, it is a bad signal to the public. The state should support such community initiatives, community non-profit organizations. This is important, both from moral and ethical points of view and from the point of view of charitable activities and much more. So we insist on increasing the funding for socially-oriented non-profit organizations.”
