The main reason for the disastrous flooding in Krymsk on July 6-7 was heavy rain. The situation was worsened by human factors – mounds and channels filled by garbage. These conclusions were made by Roshydromet after investigations of the reasons for the flooding.
Vladimir Uiba, Head of the Federal Medical-Biological Agency, told VK that “the disaster in Krymsk is similar to the Georgian-Ossetian conflict in 2008.”
In both situations a huge number of people suffered, first of all; and secondly, the element of surprise was present. On August 8, 2008, and on July 7, 2012, people slept peacefully, and the element of surprise was marked after the stressful situation. Human reaction develops parallel to development of a natural disaster or the aggression of 2008. That is why the way out is connected with the physical peculiarities of a body. Post-stress disorder is one and the same: a person copes with stress without paying attention to injuries, old and new diseases. Of course, quick and full-scale medical care is of highest importance at this moment. The mobile hospital which we used in 2008 was radically changed. In 2008 we mainly took people away by ambulance cars; today the situation is different. We have big AWD cars of Mercedes where we can carry out surgery, bandaging and resuscitation. The cars are as well-equipped as the best medical university. Mobility principles confirm that if such a situation happens (unfortunately it happened in Vladikavkaz a year ago when the hospital was established) a mobile hospital can reach victims quickly. This is the main thing, because qualified help in the first 24 hours means fewer deaths and further diseases.

Representatives of the Federal Medical-Biological Agency, the minister of health and our brigade of psychologists arrived in Krymsk on July 8. The hospital waited for us, because it was the hospital of the South District Medical Center. Our country is divided into zones, and if an emergency situation arises, like in Krymsk, we choose the closest hospital. We sent specially-equipped cars. Each car is a separate technology: intensive care, an operating theater, a bandage room or an injecting room. They are fully-fledged cabinets on wheels. The main target in the morning of the first day was detecting the most necessary directions of the hospital’s activity. People were in distress, in an aggressive situation. We stayed in the center of the city, and they searched for a settlement of the problems. Some people lost their houses – they searched for places where they could live. Some people lost relatives and friends – they dealt with the most difficult task: identification and so on. People searched for help. Many people asked for medical help. There was the first wave: many people came, everybody had injuries, bruises, injuries, because the water level was high and the speed was high as well. An injection campaign was initiated, because any scratch can cause heavy diseases in such water.
