A report was also delivered on the results of 2009. One of the priority programs of the past year was the recruitment of insurance agents among citizens who lost their jobs because of the economic crisis.

"This manpower policy will continue,” Kasabiev assured the head of the republic. Mamsurov suggested that the company should expand the range of services rendered to population, in particular, to provide insurance benefits for veterans and teachers.

Gambling underground afloat

During the past year, 857 economic crimes were uncovered, including 458 serious and especially serious ones. 401 cases were referred to the courts, and 117 people were charged. Losses to the republic’s budget were estimated at just under 623 million rubles (some $21 million). These figures were voiced during a press conference in the republic’s Interior Ministry with the participation of Acting Deputy Minister of Economic Security Yaroslav Gudkov, the head of the anti-fraud department Igor Kolodeychik and head of the tax crimes department Felix Maliev.

In answer to the question: "Has the campaign against gambling in the republic been a success?" Yaroslav Gudkov said: "The gambling underground is afloat and operational data allow us to draw the conclusion that it is often organized by very influential people. Despite more than 600 gambling machines being destroyed, the fight against this hydra is far from over."

Sukhinin said that increased zinc levels in the city in 2009 were the result of the “human factor” and “weather conditions.”

He also said that 240 million rubles ($8.1 million) had been allocated for the protection of the environment in 2010.

"Megapolis" director killed

The director of the shopping center Megapolis, Yuri Nenyukov, was killed by a gunman armed with a Makarov pistol on March 9 at 6:00 a.m. at a secondary school sports ground in Vladikavkaz.

The republic’s consumer rights watchdog had received multiple complaints that Megapolis was failing to fulfill contract obligations by failing to deliver furniture. Nenyukov said that he had been let down by his business partners.

A murder investigation was opened after experts determined that Nenyukov’s death was not suicide.
