The problem of the ownership of weapons becomes more and more urgent in Russia. Several million residents of Russia own guns; and the demand is growing. It influences the character of legal control over arms turnover, which is connected with restrictions developed by the Duma Committee on Security and Anti-Corruption. The head of the Committee, Irina Yarovaya, speaks about the ban on carrying weapons in a state of alcoholic and drug-related intoxication, in the so-called leisure places and places, and the increase of age appropriate for carrying traumatic weapons from 18 to 21 years.

“Traumatic weapons today are so popular among the youth and we know the irresponsible and reckless attitude of the owners of traumatic weapons to the consequences that may occur from their use,” Yarovaya says. “Our task, first of all, is to make access to arms as limited as possible. Society today is interested in it, in order to avoid thoughtless, emotional, unlawful use of weapons.”

Yarovaya is also concerned acquiring medical records, health certificates. “People bring certificates stating that they were allegedly physically healthy, but in fact appeared to be registered and have previously committed serious crimes that claimed the lives of several people. Therefore, we believe that this certificate should be obtained not anywhere, but only in places of residence and in state municipal medical institutions. The issue is not that someone does not trust someone, the issue is that society should be guaranteed protection and security. And if today there is a need and requirement by law to confirm that the person is healthy, this is not an idle requirement. This requirement stems from the nature of his desire to be the owner of weapons. Therefore, simply bringing a piece of paper bought in a passageway which does not say anything meaningful, does not confirm or deny anything... of course, it would be careless on our side as a society to accept such a situation.”

The Duma Committee believes that such measures do not make things at all difficult for any law-abiding citizen, because he goes to where he is registered, where his medical records are, where he is constantly monitored, where there is the history of his life and receiving a document stating that he is healthy is not difficult at all. But it will create serious obstacles to those who would like to use falsified medical records.
