Recently, a court convicted four officers involved in the case of deadly floods in south Russia's Krymsk in July last year. Then, 168 people were killed, including 153 people in Krymsk, three – in Novorossiysk, 12 - in Gelendzhik. 53 million people were affected by the disaster, 29,000 of which have completely lost their property. This year the situation is repeated in the Far East.

According to Deputy Minister of Regional Development Sergey Nazarov, in four regions 27 municipalities and 143 settlements were flooded. 6230 houses were flooded, as well as about 110 social infrastructure facilities and about 220 km of roads.

In the Amur region the flood is reducing, and in the Khabarovsk Krai, the Jewish Autonomous Region there is an increase, and it is too early to estimate the final damage. Now the reserve fund of the government allocated 3 billion 210 million rubles for the seven subjects more or less affected by the floods.

Money allocated to compensate payments to victims is distributed as follows: compensation for the partial loss of assets - 50,000 rubles, total loss of property - 100 000, and 10 000 is allocated to each person who has suffered damage in one way or another, plus the costs for conducting rescue operations and temporary accommodation.

Last year, in the Krymsk region each of about 80 thousand people received 10 thousand rubles. 40 thousand people received compensations for loss of property. Damaged houses which required relocation and were not subject to restoration were more than 2,200. 6,500 houses should be be overhauled. So the scale is comparable, although the overall damage is difficult to be assessed because there is no final assessment of the damage to agriculture, respectively, it is needed, and, in fact, today Minregion started to get involved in it by sending the commission there together with municipalities and federation entities. This is the assessment and evaluation of the necessary financial resources for the remediation of social infrastructure, municipal infrastructure and homes.

As for Krymsk and the Krasnodar Territory, as a whole, the federal budget has allocated more than 9 billion rubles. Now it is essential to deploy work on preparing the repair crews, making stocks of construction materials, winter preparation and restoration of critical infrastructure. There is no doubt that there will be difficulties, basing on the fact that autumn and winter season begins in the region early enough and the recovery time is short, based on the fact that today we still have a high water level, and thus, beginning restoration work is possible only after the water comes down.

As for the main achievement of the results of Krymsk, there was a long and tough situation there, because it developed rapidly. "Today, this experience has helped, based on the fact that we do not have any victims, we have a fairly organized and well-oiled system of evacuation of people, placing them in temporary accommodation units, which, in my view, can be considered as a great success in the implementation of lessons learned", Nazarov said.

Yesterday, Prime Minister Dmitry Medvedev at a meeting with the leadership of the "United Russia" reminded that the party should not step back from "such complex peak situations" as the flooding in the Far East. Medvedev gave his monthly salary to the victims. The government is also going to donate money. The party leadership will transfer their one-day salary to the victims. Bank details to which money can be transferred and sent to all ministries and secretariats. "Donations are of voluntary nature, and each person defines their amount by himself”, the press secretary of the prime minister said.
