Lost Azerbaijani soldier tortured in Armenia

Two Azerbaijani soldiers got lost in the Nakhchivan Autonomous Republic and accidentally entered the territory of Armenia, where they were detained. One of them is being tortured. An investigation has been initiated in Azerbaijan.

A criminal case on the fact of torture against an Azerbaijani soldier who went missing and got on the territory of Armenia has been initiated by the Prosecutor General's Office of Azerbaijan.

In conditions of limited visibility and in bad weather in the Shahbuz region of the Nakhchivan Autonomous Republic, located on the border with Armenia, two soldiers went missing: Agshin Babirov, born in 2004, and Huseyn Akhundov, born in 2003.

The State Commission on Prisoners of War, Hostages and Missing Persons reported that they are looking for the missing.  There is an opinion, that these military men might being held in Armenia. Thus, an official appeal was submitted to international organizations.

Criminal case

Today, a video with Hussein Akhundov became viral in the Armenian segment of social networks. On the video, he is tied up, tortured and mocked.

In this regard, the Prosecutor General's Office of Azerbaijan initiated a criminal case under Article 115.2 of the Criminal Code of the Republic of Azerbaijan "Torture of prisoners, cruel or inhuman treatment."

Ombudsman's appeal

The Azerbaijani Commissioner for Human Rights, commenting on the events, stressed that from the photos and videos published by the Armenian side it follows that the treatment of the Azerbaijani military does not comply with international documents, as his hands are tied and he is beaten and humiliated.

"As the Ombudsman of Azerbaijan, I appeal to the relevant international organizations in connection with the fact of such inhuman treatment of our servicemen. I urge them to respond and call on Armenia to fulfill the requirements that it has undertaken in accordance with international law,”

The Ombudsman also demanded that the ICRC representatives in Armenia visit the detained servicemen and inform Baku of their condition.

The Ministry’s of Foreign Affairs reaction

The representative of the Azerbaijani Foreign Ministry stated that what happened to the lost soldiers, who were detained by the Armenian side, is unacceptable.

"They were severely beaten and tortured. This is completely unacceptable and should be condemned internationally!"
