Armenia has begun substantive negotiations with the United States on the construction of a new nuclear power plant, Secretary of the Armenian Security Council Armen Grigoryan said.
"We are discussing with the U.S. the matter of regulating the legal contract field; we cannot move forward without that field. At this moment, I can say that the ball is in the U.S. court, we expect our system procedures in the U.S. to pass, and then we will start working on diversification," Grigoryan said.
