The Armenian government expressed its approval of the draft law at the today’s session, envisaging the recognition of self-proclaimed Nagorno Karabakh Republic.’’
The test document was presented to Ministers Deputy Foreign Minister Shavarsh Kocharyan.
"Recognition of independence of NKR is due to the results of discussions between Armenia and NKR,’’ taking into account the further development of (the situation in the region), including external factors,’’ Interfax cites him as saying.

"Minister, Chief government staff, David Harutyunyan, proposed to hold an extraordinary meeting at 12.00 PM (11.00 AM MSK) of the Parliament on May 10th and the proposal was approved by the Cabinet. It is expected that it will be discussed a bill on the recognition of the self-proclaimed ‘Nagorno Karabakh Republic’, which today was been approved by the Armenian government and submitted to the parliament,’’ RIA Novosti reports.
The Kremlin urged on the parties to the conflict in Nagorno-Karabakh to avoid steps that can violate the fragile truce and lead to an escalation of tensions in the region, the press secretary of the Russian president, Dmitry Peskov, said, commenting on the approval of the opposition’s bill on recognition of Nagorno-Karabakh by the Government of Armenia.
"We are closely watching the decisions that are taken in this context. Of course, we continue to expect that the parties of the conflict will avoid any steps that might disrupt the fragile truce and lead to the escalation of tensions in Nagorno-Karabakh,’’ the representative of the Kremlin said, adding that Yerevan hasn't discussed the bill on recognition of Nagorno-Karabakh with Moscow.
The leader of the parliamentary faction of the ‘Armenian National Congress' (ANC) Levon Zurabyan refused to express his party's position on this matter in an interview with a ‘Vestnik Kavkaza’ reporter. "Let them Justify their decision, then we will discuss it," he said.
According to the politician, "the issue hasn’t been discussed at the ANC."
General Director of the Caucasus Institute Alexander Iskandaryan expressed a doubt that the law will pass all instances, i.e. it will be adopted by the parliament and signed by President Serzh Sargsyan in order to come into force. ‘‘The bill is just being submitted to the parliament. I don’t know how parliamentarians will vote, but it seems to me that the probability is not very high that the bill will pass. I don’t know how will it happen: either by suspension of the bill, or the negative vote, or President’s failure to sign the bill. We'll see," he said.
‘‘It seems to me, that the signing of this bill, the recognition of ‘’Nagorno Karabakh Republic’’ actually mean the withdrawal from the negotiation process. Yerevan is negotiating within the Minsk process actually on behalf of the name of ‘the Nagorno Karabakh Republic’, and if Armenia recognizes it, it will a step not to the war, but to a very serious tension. As long as the negotiation process is not interrupted, or prospects for its resuscitation is not eliminated, the Armenian side should not withdraw from the negotiation process,’’ Alexander Iskandaryan said.
