Amendments to the Azerbaijani Constitution are aimed at improving life in the country, therefore, they can only be welcomed, the Director of the Research Institute of Pediatrics, chief pediatrician of the Health Ministry, Nasib Guliyev, who took part in today's referendum, told Vestnik Kavkaza.
According to him, now it is time to change the Constitution in order to match the modern life of the republic. "Our Constitution was adopted in 1995, and it has been a long time since then, the situation in the whole world has changed, and the growth and development of any country require amendments to the basic law. In this regard, I am pleased that there are changes in about thirty articles of the Constitution, aimed mainly at improving the human rights," he said.
"I assess positively the proposal to change the age requirement and other amendments related to human rights. The proposal to change the way the state is governed is also quite normal, in particular, extending the presidential term to seven years. Therefore, all the proposed changes are useful, because they will contribute to further growth and development of our state," the chief pediatrician of the republic expressed confidence.
Nasib Guliyev added that in general, the public is positive about proposed amendments and additions to the Constitution. "The conditions at the referendum are excellent. People understand that this an important public event and participate in the vote. And I voted too." he concluded.
The voting in referendum on making amendments to Azerbaijan’s constitution kicked off and will wrap up at 19:00 local time (18:00 MSK).
The draft Referendum Act envisages establishing first vice-president and vice-president positions in Azerbaijan, extending the president’s term of office from five years to seven years, given the authority to the president to dissolve the Milli Majlis and declare early presidential election, removing the age limit for presidential election, decreasing the age limit from 25 to 18 for participation in the parliamentary elections.
