Two days ago Prime Minister of Turkey Ahmet Davutoglu abandoned his authority in the formation of a new cabinet of ministers, handing it to the President of the country, Recep Tayyip Erdogan. This was the logical conclusion of fruitless negotiations between Davutoglu and the Republican People's Party (CHP) and the Nationalist Movement Party (MHP) on the establishment of a parliamentary coalition.
If within 45 days, set by the Constitution, a new government is not formed, Turkey will go into elections with an interim Council of Ministers, and the 45 days to form a government expire on August 23rd. Five days prior to the expiration of the deadline, the authority to form a government passed to the President Recep Tayyip Erdogan, and in this case he is entitled to make new appointments.
So Vestnik Kavkaza asked Turkish experts whether Turkey will form a coalition or an interim government.
As the political scientist Togrul Ismail explained, the current events can be judged on one thing: the AKP is reluctant to create a coalition government. After Davutoglu was unable to form a coalition, according to the Constitution the president must give the mandate to CHP leader Kemal Kılıçdaroğlu, the party which took second place in June's elections. "However, after yesterday's speech, Erdogan made it clear that he was not going to give authority to Kılıçdaroğlu," Ismail said, noting that the president and his team want early elections.
Political analyst Hussein Altynalan also expressed his view on the situation. He is also not sure that a mandate on the formation of the government will be given to the opposition party. "Yesterday, while speaking, Erdogan hinted that he will not give a mandate to the one who stands in opposition to him. It is obvious that now an interim government will be created. And, most likely, it will be composed of the AKP and the MHP," Altynalan noted, adding that it is hard to tell how events will unfold with absolute certainty.
According to political scientist Kerem Khas it is unlikely that Erdogan will give a mandate on the formation of the government to the leader of the CHP, Kamal Kılıçdaroğlu. This can be judged by yesterday's critical statements of Erdogan addressed at Kılıçdaroğlu and MHP leader Devlet Bahceli. "Most likely a decision on re-elections will be made," he suggested.
