"I offer my deepest condolences to the Azerbaijani people, which suffered an irreplaceable loss on January 20, 1990. Nothing can justify the death of innocent people," Dmitry Savelyev noted in the government's telegram sent to the Azerbaijani President Ilham Aliyev.
The politician added that these tragic events will forever remain a day of great sorrow for the entire civilized world.
On Jan. 20, 1990, Soviet troops entered Baku to suppress a local independence movement. They opened fire on people demonstrating in the capital's streets, killing more than 100 citizens and injuring more than 700.
