Today the studio of Vestnik Kavkaza was visited by the senator from the Volgograd region, a member of the Federation Council on the Social Policy Committee, Elena Popova. She spoke about the implementation of the social component of the anti-crisis plan for 2015, noting that this part had been implemented in full measure.
Speaking about the budget for this year, the senator admitted that they managed to achieve greater success during preparations than they had expected.
"We would consider it to be our achievement even if it was adopted without cutting social items. But it was even adopted with the support of increasing the size of transfers of the Russian Federation subjects. This is very important, because, unfortunately, we are aware that some regions are highly subsidized. Therefore, we are very thankful that our desire was taken into account and we hope that the increased transfers will allow the federation to implement a federal anti-crisis action and their own regional plan," Popova said.
"Certainly, first of all, we draw special attention to families with underage children. You know that we have different families. Families with one and two children, large families, families with disabled children. They all need both state and regional support. Certainly, a number of measures was taken to amend different laws in the past year in response to the federal anti-crisis plan," she added.
"You know that last year we allowed to add new ways of spending the parent capital. We didn't wait for children to be three years old. Families receive an opportunity to use the funds for a down payment on a mortgage. This was also a wish from the regions, which was implemented in the new amendment and it became the main focus of spending the maternity capital," the member of the Federation Council said.
The upper house of parliament has not left families with disabled children unattended. "Just at the end of the year, we accepted another direction in respect of the allocation of funds – rehabilitation and habilitation of disabled children. And now we expect a government decree, on the basis of which pension funds in every region of the Russian Federation will start accepting applications from parents in the form of rehabilitation.
"Of course, support for families with many children also worried us very much in the previous year. We carefully monitored all the applications from subjects of the federation that were granted to regions previously and this year. And, certainly, all of these activities were linked with the adoption of the federal law on the introduction of the use of resources and targeting the criterion of need,'' she told.
