It is necessary to clearly separate the Turkish leadership, which organized the diplomatic conflict with Russia through the destruction of the Russian Su-24, and the Turkish people, who are interested in maintaining friendly relations with Russia and are not involved in the criminal decisions of Ankara, experts told Vestnik Kavkaza, commenting on an interview with the Russian ambassador to Ankara, Andrei Karlov.

Karlov expressed the same idea yesterday. "We have never said that Turkey is an enemy country for us. Moreover, the Russian president stressed that the Turkish people are a friendly people. The problem exists only with a certain part of the Turkish leadership, which is non-negotiable. Unfortunately, due to this we have relations at a much lower level, trade turnover will decline sharply," the ambassador warned.

The advisor to the Deputy Chairman of the Federation Council, deputy head of the Council of the Russian Diplomats Association, Extraordinary and Plenipotentiary Ambassador Andrey Baklanov, called "to spare no effort to restore confidence at the level of the people, nation and state." "The issue of the relationship between the Turkish government's interests and the genuine national interests of Turkey should be further explained to the Russian public by our experts," the diplomat pointed out.

Meanwhile, Andrei Baklanov reminded that relations between Russia and Turkey over the past centuries were not limited to only the negative. "Why can't we find any period of completely different and positive development of bilateral relations?" he said.

The expert outlined the essence of the situation. "Turkey, in fact, became a prisoner of ambitions and specific positions of a group of persons, which is associated with Daesh. As far as I understand, the laws of any state imply a ban on any form of interaction with criminal organizations, but Turkish legislation does not comply with this requirement currently. The situation is obviously abnormal, it is carried out when a group of people, which is officially charged in connection with international organized crime, rule the state," he noted.

"I think that all these details are very important and should be explained very well," Andrei Baklanov concluded.

The diplomat noted that the separation of the conflict with the Turkish ruling elite and the friendly attitude towards the Turkish people is being emphasized at the highest level. "It was demonstrated by President Vladimir Putin pretty clearly when he said that he does not unite the interests of the elite and the Turkish people. We have made a number of preliminary proposals, without which the restoration of political dialogue is impossible, and since they are not accepted yet, there is a crisis," the expert said.
