This initiative was suggested by the head of the The General Administration for Traffic Safety of the Ministry of Internal Affairs of Russia for Ingushetia, Valery Lodygin.
It is reported that the idea was supported by the head of Ingushetia, Yunus-Bek Yevkurov. He noted that the head of the department is responsible for his subordinates.
