 Former Makhachkala mayor gets 4 years in prison

The Makhachkala court has sentenced the former mayor of Dagestan’s capital Musa Musayev to 4 years in prison for abuse of office resulting in grave consequences, the Investigative Committee’s press service reported.

In early October, prosecutors demanded a 5-year prison term for Musayev, RAPSI reported.

According to investigation, in March 2016, the defendant transferred a municipal land plot with an area of about 17,500 square meters to the Construction and Industrial Joint-Stock Complex for more than 1.1 million rubles ($17,000). The cadastral value of this plot was over 45 million rubles (over $685,000). Musayev has violated legally protected interests of the state and caused damage to the budget of Dagestan estimated at around 44 million rubles, the investigators’ statement reads. Investigation into alleged Musayev’s accomplice Kurban Kurbanov is almost completed.

Investigators also found that Musayev illegally signed an order on the sale of a building in Makhachkala in the cadastral value of over 3 million rubles ($46,000) for 103,000 rubles ($1,600). In December 2016, he also signed a decree on free granting another land plot without legal basis for free acquisition of the plot. Moreover, he abused his authority by signing an order on allocation of several other land plots with no tendering process, according to investigation. Therefore, the local budget failed to receive over 48 million rubles (over 730,000), the Investigative Committee’s statement reads.
