The Foundation for Civil Society Development (FCSD) presented the tenth performance rating of governors.
The study was based on five modules: a poll conducted by the Public Opinion Fund (POF) and expert opinions, data of the Federal Service of State Statistics, indicators of social well-being of regions, the economic achievements of the region, and the media activity of the governors.
The head of Chechnya, Ramzan Kadyrov, took seventh place (93 points). The head of the Kaluga region, Anatoly Artamonov, took first position (98 points)
The head of Dagestan, Ramazan Abdulatipov, this year took 16th place (83 points), the head of Karachay-Cherkessia, Rashid Temrezov, shared 22nd and 23rd places (77 points) with the governor of the Moscow region, Alexei Vorobyov.
The head of Ingushetia, Yunus-Bek Yevkurov is in 29-31st place (72 points), sharing it with the head of Crimea, Sergei Aksyonov, and the head of the Nenets Autonomous District. The head of Stavropol Territory, Vladimir Vladimirov, showed maximum growth, gaining 10 points (64 points), he is 42nd.
Sevastopol Governor Sergei Menyailo lost 5 points and took 51-52nd place. The head of the Kabardino-Balkarian Republic, Yury Kokov, as in last year, took 62nd place (50 points). The head of North Ossetia, Tamerlan Aguzarov, took 78th place (43 points).
The head of Ingushetia, Yunus-Bek Yevkurov, told Vestnik Kavkaza that it's pleasant to be as high as possible in any rating, even if it is not authoritative. "As for this particular ranking, it is authoritative, so of course, the higher you are in it, the more honorable it is for you," he said.
The head of the republic said that he always evaluates his activities based not on the ratings but on the work he performs. "I know what I'm doing, what I can do, and what I'm not able to do. However, the ratings need to pay attention. Now I know my place in the ratings, so I will look carefully at which direction I should work to improve my position," Yunus-bek Yevkurov concluded.
The political scientist Alan Kasaev, in his turn, noted that it is difficult to speak about the effectiveness of the regional authorities in the North Caucasus, based on the data of this rating, as there are a number of objective and subjective factors. "The investment activity of the subjects of the North Caucasus is mainly expressed in the ability to attract budget investments. There is no doubt that Chechnya, Dagestan and Ingushetia are the clear leaders here," the analyst noted.
Speaking about these ratings, he noted that they are useful as a tool which actually replaces competition between the constituent parts, influencing the leaders.
A member of the Presidential Council for Interethnic Relations, journalist Maxim Shevchenko, commenting on the efficiency of the regional authorities in the North Caucasus, said that it all depends on the region and on the evaluation criteria of efficacy. "There is practically no terrorism in the North Caucasus today. The situation is gradually improving but there are no breakthrough moments, except for Chechnya and Ingushetia, which are the clear leaders," he said.
The director of the Center for Political Information, Alexei Mukhin, drew attention to the fact that there was a serious rotation in this rating. "Now, in connection with the aggravated problem of Islamic State, issues of security are coming to the fore in Russia. And the way the governors, the heads of the North Caucasus have behaved and behave, was very important," the analyst concluded.
