The Vice-Speaker of the State Duma, Sergey Zheleznyak, has proposed introducing a provision allowing officials, whose subordinates are caught working inefficiently, to be dismissed.
"We need to institute mandatory personal responsibility of officials for the inefficiency and corrupt actions of their subordinates. One time – a reprimand, a second time – dismissal," gazeta.ru quotes him as saying.
