The Industry ministers were reappointed to their posts in the government for various reasons, including effective work and influence of state corporations, a leading analyst of the National Energy Security Fund, a lecturer at the Financial University under the Government of the Russian Federation Igor Yushkov told Vestnik Kavkaza.

Speaking about Minister of Energy Alexander Novak, he noted that Novak fulfills an important mission - the implementation of the OPEC + deal. "According to the Russian leadership, this deal helps to keep oil prices at a high level - about $60 per barrel, which allows Russia to form a balanced budget. The OPEC + deal is perceived as Novak's personal initiative - he communicates with the Saudis and other parties to the deal. In this regard, he effectively fulfills his mission and there’s no reason to dismiss him," Igor Yushkov explained.

Minister of Natural Resources and Environment Dmitry Kobylkin retained his position due to the influence of NOVATEK. "One of the most powerful political groups backs him. On the one hand, he was recently appointed to this post, so there have been no complaints yet, on the other hand, NOVATEK supports him," the lecturer at the Financial University under the Government of the Russian Federation said.

Industry and Trade Minister Denis Manturov will continue to work in the government due to a combination of both factors. "Manturov is perceived by the president as a rather effective minister, first of all, implementing the import substitution program. As long as import substitution is developing, there is no need to dismiss him. In addition, Manturov is traditionally supported by Rostec, which is a very significant lobby," the economist said.

He also commented on the appointment of Maxim Reshetnikov as Minister of Economic Development. "Economic policy will not be radically changed under Reshetnikov. The main task that has been set for him is improving funds management efficiency," Igor Yushkov concluded.

Yesterday, President of the Union of Oil and Gas Producers of Russia, Gennady Schmal expressed confidence of reappointing Novak, Manturov and Kobylkin to their posts in Mikhail Mishustin's Cabinet.
