Azerbaijani President Ilham Aliyev has signed a decree on appointment of Madat Guliyev as the First Deputy Minister of national security.
Madat Guliyev has previously worked in Azerbaijan’s Interior Ministry and the regional department of the Office for Combating Organized Crime. On December 10, 1993 he received a gunshot would, but managed to neutralize criminals. Guliyev received the title of the National Hero of Azerbaijan in 1995.
He graduated from the Azerbaijani Police Academy in 1997. In 2001 he worked as the head of the Office for Combating Organized Crime and in 2002 as the head of the Office for Combating Drugs of the Azerbaijani Interior Ministry. Guliyev was appointed the head of the Central Bureau of Interpol in Azerbaijan in 2004.
Guliyev was appointed as the Azerbaijani Deputy Minister of Justice and the head of the penitentiary service upon the presidential decree in February 2011. On November 19, 2012 he received the rank of lieutenant general, Trend reports.
