The state bodies' poor performance is currently inhibiting both the economic development and implementation of its legislation, the Russian Prime Minister Dmitry Medvedev said at a plenary session of the International Investment Forum in Sochi.
"The low efficiency of the public administration system is one of the factors, which hinders the country's development. We are simply not able to promote many good initiatives and solutions, whether economic or social, which are not disputed by the representatives of certain political parties, because of the existing barriers, erected by the state apparatus," Dmitry Medvedev drew attention.
"The ideas that could move the country forward in a variety of areas, just breaking the wall of administrative Well, it is clear that the laws that are made, are not working adequately," the head of the Russian government said.
In this regard, Medvedev stressed the need to convert political stability in Russia into economic development. "The anti-Russian sanctions is the vivid example of politicizing the world economy. But even in these conditions, the ability to convert political stability inside the country into the effective development of the national economy is the authorities’ direct duty," he pointed out.
"And by assuming the powers, we have assumed the obligations to do everything in the current political cycle for achieving economic growth and, importantly, for improving the life of people. And the economic agenda of the next five years will be focused precisely on this," the Russian PM promised.
The authorities will need to use a project-based approach to achieve this. "Every ruble from any budget, which is invested in the concrete projects, must improve the quality of products and infrastructure. Each regulation, which is published as part of the project approach, and the documents, which are adopted by MPs, must give concrete results," Dmitry Medvedev concluded.
