EU foreign policy chief Federica Mogherini called for utmost restraint following the attacks on oil tankers in the Gulf of Oman.
Speaking ahead of the monthly foreign ministers meeting in Luxembourg, she noted that it was not a time to jump to action without proper information.
"The maximum restraint and wisdom should be applied," the AP cited Mogherini as saying.
Earlier, Israeli Prime Minister Benjamin Netanyahu blamed Iran for the attacks on the tankers in the Gulf of Oman.
