The deputies of the State Duma of the sixth convocation must create a legal framework that will be the basis for future economic growth, the chairman of the lower house of parliament Sergey Naryshkin stated during the opening of the spring session. "Even in these difficult conditions we must form a legal framework that will provide the basis for future economic growth," he urged. "Because the crisis is not only a time of losses," the speaker believes.
According to him, "far-sighted politicians are using this time to create the conditions for future economic and social development, and not for the destabilization of the situation." He proposed that all the Duma committees "look one step ahead and intensify expert discussions on the future of supervised sectors of the economy, social sphere and law."
The speaker of the chamber reminded that in 2015 Russia formed a one-year budget instead of a three-year one. "And while MPs of the new, seventh convocation will have to adopt the budget for 2017, we will have to prepare the necessary groundwork for the autumn readings of the draft law on the budget of 2017," he noted.
"The crisis in the global and Russian economies is making the work rather complicated, difficult, and the anti-crisis measures, including the balancing of the budget for this year, will be a priority on our agenda," RIA Novosti quotes Naryshkin as saying.
A member of the State Duma Committee on Energy, Ivan Grachyov, noted in an interview with a correspondent of Vestnik Kavkaza that the Parliament expects initiatives from the executive branch in terms of the objectives set by Sergey Naryshkin. At the same time, he expressed doubt that during the remaining six months of work of the sixth convocation of State Duma the financial and economic bloc of the government will have time to formulate the necessary draft laws, "as in previous years Russia did not diversify its economy and has remained among the commodity-dependent countries." In this regard, he proposed waiting for a change in the financial and economic bloc in the Cabinet of Ministers. "Then everything can be done quickly," Ivan Grachyov expressed confidence.
The scientific adviser of the Institute of Economics of the Russian Academy of Sciences, Ruslan Greenberg, in his turn, urged the authorities to develop a common strategy to end the country's crisis, "before preparing the legal framework for an economic recovery." "Here, there is actually a big deficit. In fact, there is no plan for economic recovery, there are scattered settings like "not scaring business", or "reducing corruption." The legal framework must always follow the adoption of meaningful decisions," Ruslan Greenberg stressed.
