Police powers may be expanded in Russia

It is necessary to extend the powers of the authorities in Russia, Deputy Interior Minister Igor Zubov said.

"A policeman should have the right to all cases of exigency. If he does not have this right, but he has the need, interests protected by law will be affected. But he should exercise this right only in a strictly limited framework," the deputy head of the Interior Ministry said.

According to Zubov, the expansion of the powers of the Ministry of Interior will fill gaps in the legislation, while maintaining strict control over the activities of the police.

On July 1 deputies of the State Duma Committee on Security, headed by Irina Yarovaya, presented a bill to the State Duma, which extends the right of police to use weapons in case of emergency.

For example, guards are not now allowed to open fire on women. The bill specifies that this limitation will apply only to women "with visible signs of pregnancy." A shooting "would only be allowed in the case of a hostage situation or an act of terror."

The deputies also offer to establish a 'presumption of trust' for the police. It is supposed to establish that "the state guarantees the presumption of trust and support for police officers during the performance of their duties."

The draft bill also provides the police with the ability to search a civilian's car without a warrant if they believed it to be carrying illegal items. MPs also offered to expand the circle of persons whom citizens can contact if they are arrested by the police.
