We don't consider federalization as part of the proposed constitutional reform, Ukrainian President Petro Poroshenko said at a meeting of the National Reform Council.
"No federalization will be permitted, and the issues of national defense, security, public order and external relations and key issues that keep the vertical chain of command integral will be regarded as an exclusive competence of state power," Interfax cited him as saying.
"No one should create any republics in Donetsk, Luhansk or Bessarabia. Should anyone try, the response will be instantaneous," he noted.
