Putin: We must unbureaucratize our economy

Speaking at a meeting of the Council for Civil Society and Human Rights, Vladimir Putin has said that, in terms of economic instability, getting rid of economic bureaucratization by means of the removal of administrative pressure on business is one of the main priorities of the state policy. 

"The most important thing is that we are trying to get rid of economic bureaucratization today, extend the space of economic freedom, as well as reduce the state's pressure of all kinds on administration: military pressure, judicial and others in order to protect the rights of entrepreneurs,’’ the President said.

At the same time, he stressed that the government has no plans to build state capitalism, but on the contrary, wants to prepare "significant steps for further privatization" of large companies.

The Director of the Institute of Strategic Analysis FBK, Igor Nikolaev, said in an interview with a correspondent of Vestnik Kavkaza that the President’s idea is correct, but it is not a fact that this plan will be implemented in full measure.  

‘’There are words, desires, and there is the actual implementation of these words. Therefore, while it is possible to agree with these words, it remains to be seen what happens in the future. It will depend on the documents adopted, amendments to the laws, and how they comply with what has been said, whether they will emasculate the essence. Due to the fact that our economy is experiencing a deep crisis, it is possible that we won’t succeed in it," he explained.

According to the expert, what is needed is "a maximum withdrawal of all sorts of bans, various forms of control that we have’’ in order to solve the problem. "It seem that something has already been done, but this is still not enough. All the control and licensing functions of the state have to be examined and reduced drastically, taking into account that we will have some side effects,’’ Igor Nikolaev concluded. 

A teacher at RANHiGS, Ginko Vladyslav,  also expressed his opinion that it is not easy to solve this problem, as "the issue of bureaucracy is very subjective."
