Reform of party and state institutions coming in China

The third plenary session of the 19th Communist Party of China (CPC) Central Committee was held on February 26-28 in Beijing. It approved the draft on revising the structural reform plan of the Party and state institutions of China, according to the resolution adopted following the session.

Earlier, its participants considered the draft amendments to the Constitution of the CRC, proposed by the CPC Central Committee. The leadership of the party proposed to remove the expression that the President and Vice-President of the People's Republic of China 'shall serve no more than two consecutive terms' from the country's Constitution. The proposal must be approved by China's parliament, the National People's Congress, which begins its annual meeting on 5 March but most expect this to be a formality. If approved, President Xi Jinping would seek to extend his presidency beyond 2023. 

Also, the CPC Central Committee proposed to include Xi Jinping's proposals in the report titled 'Secure a Decisive Victory in Building a Moderately Prosperous Society in All Respects and Strive for the Great Success of Socialism with Chinese Characteristics for a New Era" to the constitutiuon. China's ruling Communist Party also proposed listing the new anti-corruption body, the supervisory commission, as a new state organ in the constitution, TASS notes.

In addition, the plenary session discussed the report of Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, to the 19th CPC National Congress.
