Russian peacekeepers need legal document in Karabakh, Minasyan says

Russian peacekeepers in Nagorno-Karabakh must have a legal basis for their presence there: either a trilateral agreement or a mandate of a peacekeeping mission, ex-Armenian Ambassador to the Vatican Mikael Minasyan wrote in  Telegram.

"The Russian side prepared the document back on November 9, and the Armenian side readily signed it, but Azerbaijan did not sign it. The Azerbaijani side proceeds from the fact that they are the winning side, Pashinyan is a capitulator, and puts forward three additional points that it wants to see in the agreement (or its section) regulating the activities of peacekeepers:

- There should not be any Armenian troops in Karabakh, since this is Azerbaijani land. Azerbaijani troops are there by right, Russian troops - with Azerbaijani consent.

- All visits to Nagorno-Karabakh by Armenian officials must be coordinated with the Azerbaijani side.

- Self-government bodies of Nagorno-Karabakh should be elected/appointed in agreement with the Azerbaijani side and peacekeepers.”
