Today Director at the Institute of Political Studies Sergey Markov told Vestnik Kavkaza political preconditions for the so-called a temporary historical compromise have been achieved as a result of recent intensive negotiations on the Nagorno-Karabakh conflict. Turkey is assigned a significant role in this process.
"Such a compromise may be achieved this year and the probability is high enough. It may be implemented on the basis of the so-called Kazan formula that was worked out in 2011,’’ Sergey Markov noted.
"These negotiations are intensively conducted by Russia, primarily as a co-chair of the OSCE Minsk Group. The two other co-chairs – France and the United States – have a passive position related to their internal problems. They have their own business. Turkey is not included in the active negotiation process. But its participation is necessary in the case of such an agreement, as it is about the unblocking of Armenia not only from Azerbaijan, but also from Turkey," the expert said, adding that Turkish interests it should be considered as part of achievement of this agreement.
"It is known that Turkey has its own set of relations with Armenia, but too strained relations, that is why Turkey should be inevitably involved in the achievement of this compromise at a certain stage. I say it again that there’s a a high probability it may be achieved this year on the basis of the formula of Kazan,’’ Sergey Markov concluded.
