The positive experience of legislation for the protection of the natural park of Kislovodsk is currently being used in the development of the law on the Caucasus Mineral Waters, which allows to control any economic activity in the territory of the large tourist cluster, the head of the Council of the Federation Committee for Social Policy, a representative of the executive body of state power of the Kursk Region, Valery Ryazansky, told Vestnik Kavkaza.
"The natural park of Kislovodsk today is protected by law, but it is only a part of the national wealth, which the Caucasian region has. Today, there are about 15 large natural clusters in the country, which can be really helpful for both the health resort treatment and the development of tourism and recreation in our country," he noted in the first place.
In this regard, the government closely approached the development of the law on the Caucasus Mineral Waters. "The first version of the law has failed. In my view, the controversial topics related to the creation of a medical cluster and the management company have been correctly removed. They alerted the government of the three regions, where this great nature reserve is located. A second version of the law is now being approved by the departments and ministries. I think that we will approach to the adoption of this law during the autumn session," Valery Ryazansky expects.
The work of legislators is truly supported by a public discussion of draft laws. "An important detail: the law and everything associated with the natural park of Kislovodsk was very openly and extensively discussed at all public forums. I was present at the public hearing, when the question about the Kislovodsk Park project was discussed. There were about 200 people in the room. Kislovodsk residents are interested in what is happening so vividly and professionally, that I was amazed," the senator said.
"Therefore, everything that is done must there must be always done under the guidance of the government. All this belongs to the state – and I mean all the citizens, each of us –and the first step in this regard was made. The Kislovodsk park became a national park, its position allows to talk about its highest protective status. The next step – the law on the Caucasus Mineral Waters with the relevant findings and appropriate proposals for the business, which should have creative goals to help the unique natural resource to serve the interests of every citizen of Russia," the head of the Council of the Federation Committee for Social Policy concluded.
Valery Ryazansky added that a major role in this matter is played by a plenipotentiary representative of the Russian President in the North Caucasus Federal District, Sergei Melikov. "I positively assess Sergei Alimovich's work. He is a man with a very high degree of responsibility. He is very serious about changes for the better. He has really helped to return the Kislovodsk Park to the state together with the Federal Property Agency, which was headed by Olga Dergunova. I am truly grateful to plenipotentiary representative and the leadership of the Federal Property Agency for their hard over the last three years. Today this is a benefit, the acquisition of the country," he said.
