Azerbaijan has two conditions for EU on Nabucco

Ankara has held a major international conference on energy security,
organized by the NATO counter-terrorist center. Over 80 high-ranking
officials from NATO, ministries of national security, interior
affairs, defense, foreign affairs, energy and resources of Turkey, the
World Energy Council, military schools of Turkey and USA, BP, Botas
and other companies took part in the meeting. Azerbaijan was
represented by the expert of the Center for Strategic Studies under
the president of Azerbaijan Gulmira Rzayeva.

She said that interests of manufacturers and consumers often differ.
Azerbaijan is interested in access to various markets. Energy
interests of countries where Azerbaijan exports gas have conflicts,
which is why Baku promotes a policy of "harmonizing" interests of the
energy players in the region.

Azerbaijan has many opportunities to export gas in various directions.
The European Union with a population of 500 million is a priority
direction. Baku has two conditions in realizing Nabucco project. The
first condition is access to other close gas markets of European
countries and not just transport of its gas from Baku to Baumgarten.
Azerbaijan is also concerned with lack of a real second source for
Nabucco gas. Baku will not provide a half empty pipeline because it
needs to cover transport expenses of the whole pipeline, making the
price for Azerbaijani gas in Europe more expensive, Gulmira Rzayeva
said.

President of the BP's office in Turkey Jan Subkhi gave high rating of
Azerbaijan in providing energy security for the region. He noted that
realization of the Stage-2 of Shah-Deniz project in 2016 will make
Azerbaijan a more significant extractor and exporter of gas.
