The Federal Antimonopoly Service (FAS) of Russia recommends that the government permit private companies with at least five years experience to develop oil shelf fields, RIA Novosti reports.
Companies with foreign investors may be restricted from shelf developments. Currently, only companies with over 50% of state shares and experience of at least 5 years have access to shelf fields. This means only Gazprom and Rosneft.
Russian President Vladimir Putin promised in May that any private company of Russia would have access to shelf fields.
