Russia's 2013 budget to be submitted to parliament by October 1

Russian Prime Minister Dmitry Medvedev said that the budget project of 2013 will be introduced to the parliament before October 1, RIA Novosti reports.

The budget will comprise higher wages for state-paid employees, increased financing of healthcare and further modernization of education. Over 2.5 trillion rubles will be spent on medical insurance in 2013 and should reach 3 trillion in 2015.
About 28 billion rubles will be spent on supporting universities in 2013 and about 630 billion on high-tech industry and research.
State science funds will receive 17 billion rubles of financing in 2015.
The federal budget will have an income of 12.9 trillion and expenses of 13.4 trillion in 2013. Income in 2014 and 2015 will reach 14.6 trillion and 15.7 trillion rubles respectively, expenses will total 14.2 trillion and 15.7 trillion rubles respectively.
The deficit of the federal budget in 2013 will total 0.8% of GDP (compared with 1.5% earlier), 0.2% in 2014 (0.6% planned earlier) and 0.01% in 2015 (0.1%).
Russian President Vladimir Putin heavily criticised the project because it neglects the decrees of May. The president proposed careful discussions of the budget problem.
