The PACE rapporteur on human rights in the North Caucasus, Dick Martin, is due to arrive in Ingushetia today.
On Wednesday he will meet with Ingush President Yunus-Bek Yevkurov and security services figures, as well as with representatives of social organizations and human rights activists.
Martin has already held talks in Moscow with Konstantin Kosachyov, head of the State Duma committee for international relations, who also heads Russia’s PACE delegation. Kosachyov said he hoped Martin’s report on the North Caucasus would be objective.
Martin is also set to visit Dagestan and Chechnya.
“If this time we can avoid black and white conclusions…we will only welcome this,” Kosachyov said.
He also said that Russia would make every effort to assist Martin in compiling his report. However, he also stressed that “the problems that exist in the North Caucasus can only be solved by Russia.”
It is expected that Martin's North Caucasus report will become a part of the whole report on the fulfillment by Russia of its Council of Europe obligations.
