The government of Russia has partly lifted the embargo on grain exports, introduced from August 15th to December 31st 2010, allowing grain to be exported when realizing international deals of Russia, for humanitarian aid and other cases, listed in the decree of the government of August 30th, RIA Novosti reports.
The document introduces changes to the decree of August 5th.
The ban does not concern exports of grain and meslin, barley, rye, corn and flour, according to the new document, if they are exported as supplies in accordance with the Customs Law. Grain products can be exported to and from Kaliningrad Territory.
Exports of grain and wheat will be allowed for the military located on foreign territories; the Russian organization located in Baikonur, Kazakhstan; official diplomatic offices, consulates and other state organizations abroad.
Grain will be exported to cope with disasters and catastrophes, including international humanitarian aid.
The anomalous heat this year in some Russian regions led to a drop in harvests. Agricultural products can be exported to provide for the work of Russian and hired foreign vessels that are fishing or carrying out scientific research beyond the territory of Russia, as well as organizations on Spitsbergen.
The embargo was introduced due to the dropping harvests. In the period from July 2009 to July 2010 Russia was exporting 21.4 million tons of grain, 3 million tons have been dispatched since the start of the new season.
