Kiev, Moscow and Brussels fail to agree on gas issues

Tripartite negotiations between the representatives of Russia, Ukraine and the EU on the gas issue have failed to solve the main issue - the payment of a debt for Russian gas by Ukraine. Two more rounds of talks on this topic are scheduled for the end of May, the EU Energy Commissioner, Guenther Oettinger said.

A representative of Gazprom, Sergei Kupriyanov, said that the debt amounted to $3,492 billion. The fact of non-compliance with the obligations under gas contracts by Ukraine was recognized today by Guenther Oettinger after the meeting.

The Energy Minister of Ukraine, Yury Prodan, said that the Ukrainian side hoped for the amount of debt to be adjusted because Ukraine finds unreasonable the recent increase in gas prices.

Prodan also noted that IMF loans will help the country to pay off the gas debt. The IMF this week approved a two-year loan program for Ukraine to the amount of $17.01 billion.

Russian gas deliveries via Ukraine to Europe are safe until the end of May. "Ukraine is a reliable partner for the transit of gas to the EU, and we will fulfil our obligations," Prodan said. Russia has paid for the transit of its gas to the EU until September 2014.
