Bill depriving Rostov region of gambling zone presented to Duma.

Gleb Khor, the first deputy chairman of the Duma Committee on Budget
and Taxes, introduced to the lower house a bill, removing the Rostov
region from the list of regions in which gambling zones can be
located, RIA Novosti reports.

At the moment, according to the law only four gambling zones may exist
in the five regions of Russia. In December 2007 the Russian government
issued a decree on establishing a joint gambling zone, "Azov-City", in
the district of Krasnodar and in the Azov district of the Rostov
region.

Yevgeny Fyodorov, the chairman of the Duma Committee on Economic
Policy, explained that because the zone is located on the territories
of two subjects of the Russian Federation, all the preparations for
the zone establishment need dual approval. However, according to him,
the Rostov-Krasnodar part of the gambling area is working out very
badly, saying "there is a huge infrastructure backlog." Fedorov
believes that if the Rostov region wants to keep the gambling zone, it
should accelerate the infrastructure development.
