The police chief of Stavropol Territory, Alexander Gorovoy, said that
over 32,130 crimes were registered in the region in 2010, a drop of
13.6% compared with 2009, RIA Novosti reports.
The number of serious crimes, robberies and crimes committed by
underage children dropped by 15%. Gorovoy believes that this is due to
the consolidated work of all structures.
He noted that street crime rose by 21% and in public places by 15%.
Police activities in drug-related crimes improved by 15%.
At a meeting with the authorized presidential envoy to the NCFD (North
Caucasian Federal District), Alexander Khloponin, Gorovoy said that
the police will not conceal conflicts or crimes based on nationalism.
Gorovoy produced figures demonstrating that the number of crimes
committed by inhabitants of the North Caucasus increased.
He highlighted the situation in Zelenokumsk, where provocateurs
attempted to augment inter-ethnic hostilities in late 2010 using the
information field. Special websites registered in Norway and Ukraine
were used for provocation. Gorovoy urged everyone to avoid being
provoked.
The police official made proposals on control over land sales,
especially in the eastern part of the region, and establishment of
migration commissions for motivation of migrants and their readiness
to assimilate.
Khloponin concluded the meeting by saying that Stavropol Territory and
the NCFD may become a platform for developing a model for normalizing
inter-ethnic relations in a multinational Russia.
