The Russian government will unite the federal purpose programs “The
South of Russia”, “Development of the Chechen Republic” and
“Development of the Ingush Republic” into one program, preserving the
financing of all scheduled activities, Russian Prime Minister Vladimir
Putin said at the government commission for social-economic
development of the North Caucasian Federal District (NCFD), RIA
Novosti reports.
He said that there will be a switch to the new program and purpose
principles of using budget resources.
Putin ordered the Ministry of Regional Development to conclude
adjustments to the project and prepare it for consideration in April.
The premier criticized the ministries for delaying the financing of
regions and the lack of control over projects.
Vladimir Putin ordered the Finances Ministry and the Bank for
Development and Foreign Economic Affairs to start realization of
projects in Chechnya using the mechanism of state guarantees in the
shortest possible timeframe. He pointed out that state guarantees
worth 15 billion rubles planned in 2010 were not provided in Chechnya.
The prime minister emphasized that regions need to operate
independently, fulfil their obligations, provide full-scale
co-financing of projects from regional budgets and invite
non-budgetary funds.
Putin praised the work in Chechnya and Kabardino-Balkaria.
The authorized Russian presidential envoy to the NCFD, Alexander
Khloponin, said in December that the Bank for Development and Foreign
Economic Affairs had started realization of 12 investment projects in
the North Caucasus worth 63 billion rubles and that 11 more were under
preparation.
The bank will establish two subsidiaries, the Corporation for
Development of the North Caucasus and Resorts of the North Caucasus.
The first organization will work on selecting profitable projects, the
second will manage the tourist complex.
