Alexander Khloponin, Russian plenipotentiary presidential envoy to the North Caucasian Federal District, expressed discontent with the work of parliament members. He proposed establishment of a legislative council to improve the situation, he told Kommersant on March 31.
The official said that there are a set of reasons for the poor interaction between the executives and lawmakers. The main reason is the appointment of senators and parliament members for other motives than competence or ability to promote the interests of the region.
Khloponin believes that the Russian parliament has no regional lobby, yet has political and party lobbies.
Explaining the need for the legislative council, the envoy noted that he cannot fully condemn the parliament members or Russian representatives to the region because they “did not set special goals for them”.
