Medvedev proposes replacement mechanism for retired members of parliament

Russian President Dmitry Medvedev has introduced a bill on clarification of the mechanism of replacing parliament members who have resigned, Gazeta.ru reports.


Valery Komissarov and Sergey Kapkov resigned. Their mandates were given to the United Russia Party they represented. Kapkov was a parliamentary member for Chukotka, he was replaced by Yelena Lapshina, a weaver from Ivanovo. Vladimir Putin gave his mandate to Kapkov.


Medvedev proposed mandates to be handed to candidates of the same regional group if a deputy resigns. Exceptions are only possible if regional candidates refuse to accept the mandate, the head of the parliament committee for constitutional legislature and state construction, Vladimir Pligin, said on Friday.
