Azerbaijani Finances Ministry presents budget report on 2010 to parliament

The Azerbaijani Parliament has started talks on the budget realization
for 2010, Trend reports.


Chairman of the Parliament Committee for Economic Policy Ziyad
Samedzade said that all budget indicators have been fulfilled, as well
as strategic and social programs.


GDP grew by 7.8%, compared with 2010, non-oil GDP grew 5.1-fold,
currency reserves, strategic currency reserves - from $1.4 billion to
$30 billion, population income exceeds the consumer price indicators
two-fold.


Samedzade says that the government faces no budget problems. He
proposed paying more attention to the development of business,
conclusion of labor deals to increase the tax basis. Tax payments have
reached 99.1% for the first time.

Finances Minister Samir Sharifov said that social prosperity of the
population improved last year. Economic power and currency reserves,
stable currency rate, food and ecological security were a success.


Azerbaijani income of the free budget reached 125.8%, making 19.444
billion manats, rising by 34.4% (4.978 billion manats), compared with
2009, expenses rose by 95.5% - to 14.285 billion mantas with a growth
rate of 11.1% (1.362 billion manats).


The free budget deficit forecast was 1.167 billion manats, actual -
5.807 billion, rising 5-fold (4.639 billion manats), excluding the
SOCAR deficit of the free budget deficit it reached 7.281 billion
manats, dropping by 7.4% or 582 million mantas, compared with the
forecasts.


The state budget income reached 11.403 billion manats, realized by
99.1%, which is 1.077 billion manats or an excess by 1.077 billion
manats, exceeding the indicators in 2009 by 10.4%. The Tax Ministry
fulfilled the tax plan by 96%, giving 4.292 billion manats (rise by
4.4% or 179 million manats). 55.2% of the sum (2.37 billion manats)
come from the non-oil sector, rising by 1.9% (44 million manats).


The State Customs Committee fulfilled the forecasts by 100.2% (1.102
billion manats), the State Committee for State Property Management
provided 5.4 billion manats, the State Oil Fund gave 5.915 billion
manats, other income provided 86 million mantas, rising by 3.6% (3
million manats).


96% of expenses or 11.766 billion manats were realized in 2010, rising
by 1.262 billion manats or 12%, compared with 2009.


6.646 billion manats (56.5% of total expenses) were spent on recurrent
expenses, exceeding 2009 by 14.3% (834 million manats). 5.028 billion
manats of the sum (42.7%) were spent as capital investment, rising by
10.8% (489 million manats). Expenses for the foreign debt maintenance
reached 92 million manats (0.8% of the expenses), dropping by 39.9%
(61 million manats).


3.703 billion manats or 31.5% were spent on social sphere, exceeding
the sum in 2009 by 119 million manats or 3.3%.


2.148 billion manats were spent on defenses, exceeding the expenses in
2009 by 562 million manats (35.5%)

Expenses on state projects in 2010 reached 4.132 billion manats,
exceeding the indicator in 2009 by 16.3% or 579 million manats. 613
million manats were spent on social projects, 1.973 billion manats on
infrastructure projects, 1.5 billion manats on other projects.


448 million mantas of SOCAR were spent on housing construction for
forced migrants, reconstruction of the Samur-Absheron canal and the
water pipeline of Oguz-Gabala-Baku, railway Baku-Tbilisi-Kars.


35.6 million manats of the reserve fund were spent on clearing damage
caused by natural disasters (such as the Kura and Araz river floods),
50 million manats were spent on the Grain Fund to purchase 250,000
tons of grain for 2010-2011, 80 million mantas were spent on
additional transfers for pension payments.


159.5 million manats were spent from the Azerbaijani President's
Reserve Fund for reconstruction works in Baku, construction of
hospitals, roads, financial support of media.


216 million manats were spent on providing food for the population for
2008-2015. The National Business Support Fund received 44 million
manats. Aqrolizing received 40 million mantas, including 5 million
mantas from the President's Reserve Fund.


47 million manats were spent on supporting 64 diplomatic missions and
support of new diplomatic missions in Serbia, Argentine, Estonia and
the General Consulate in Batumi.


The budget deficit reached 362.9 million manats, or 0.8% of the GDP.
