European and CIS observers give different ratings of Kyrgyz elections

The head of the observers of the OSCE ODIHR, Korin Yonker, has given a negative rating of the presidential polls in Kyrgyzstan and highlighted numerous violations, Interfax reports.


She pointed out inappropriate processing of voting papers, bribery and false votes.


An observer of the Parliamentary Assembly of the Council of Europe, Nursun Memekan, gave a positive rating. He emphasised the proper organization of the polls, although with some violations of international standards, RIA Novosti reports.


PACE observers noted problems with lists of voters. Some citizens failed to vote because they were not found on the additional lists.


The head of the CIS monitors, Sergey Lebedev, says the Kyrgyz elections meet international standards.
CEC head Taygunaly Abdraimov said on Monday morning that Prime Minister Almazbek Atambayev, a supporter of Rosa Otumbayeva, won the presidential polls.


Alexey Vlasov, Editor-in-Chief of Vestnik Kavkaza, said that a second round of voting could have complicated the situation. Dishonest technologies could have been used and regionalization of Kyrgyz policy would have become worse. Madumarov received 14.9% of vote, Tashiyev – 14.43%. The second round would have turned it into a confrontation between the north and south of Kyrgyzstan. Atambayev’s victory provides a chance to overcome the crisis. His electoral program included development of integration processes with Russia. Approval of Kyrgyz membership in the Customs Union proves the point, although today’s Kyrgyzstan is no match for Belarus and Kazakhstan in all aspects. But the victory of Atambayev gives a chance to use the resource, with Russia’s support, of course, the expert concludes.
