A party needs 7% of the votes to enter the parliament. Parties with 5-7% will get 1 or 2 seats in the lower chamber.

President Dmitry Medvedev, leader of the United Russia list, and Prime Minister Vladimir Putin, head of the party, arrived at the party's headquarters to congratulate it on the victory.
