Azerbaijani parliament passes new military doctrine

The Azerbaijani parliament passed a new military doctrine at an
intersessional meeting today, Trend reports.


The new doctrine consists of 75 points and seven primary provisions.
The document concerns issues such as national security, military
threats in the region, aggressive military actions, urgent deployment,
military aggression by Armenia against Azerbaijan, obligations of the
Azerbaijani Armed forces, future military construction, international
military cooperation, military links and bilateral military agreements
between Azerbaijan and other states.


The doctrine provides exceptions for foreign military bases on the
territory of Azerbaijan. In case of necessity, Azerbaijan keeps those
powers.


Armenia is viewed as an aggressor, which is addressed in the doctrine,
setting Azerbaijani priorities in the region. The document also
addresses the global crisis, the struggles for energy resources,
support of separatism and other matters.


First vice-speaker Ziyafet Askerov said at the first session on the
doctrine that they cannot add any countries to the document but they
can make agreements with them. He noted that Azerbaijan already has
military cooperation with over 30 countries.
