Medvedev rounds up presidency

The Kremlin has concluded the extended session of the Russian State Council chaired by President Dmitry Medvedev. It was the final session of the incumbent president. Medvedev rounded up his presidency achievements and described prospects for the future.

Medvedev said that civil and economic freedom of Russia remains the main priority, as stated in May 2008. The president admitted that some believe order, stability and predictability as the main priorities.

The Russian leader stated that reforms of the pension system should be determined in the upcoming months. Prevention of rising prices, poverty and unemployment should become the main goal of the new government, which Medvedev will most likely head. Unemployment reached 6% in Russia, according to Q1 2012.

The president wants attitude towards business to be changed. The country needs a positive business climate.

Medvedev named 5 principles a country should follow. Firstly, business talent should be considered an essential public values. Secondly, state interference in economy should be minimal and clear. Thirdly, law enforcers should be fair in organizing any property forms. Fourthly, regulation should be competitive. Fifthly, formation of rules should be carried out by the society as a whole.

The president pointed out innovative development as a priority for the future government. Medvedev reminded that over 400 companies have registered under the auspices of the Skolkovo innovation center. If at least 10% of them succeed, it will be a chance for Russia to become a global technological leader.

Medvedev said that Russia does not need to increase taxes. He emphasized that realization of military reforms is one of priorities for the upcoming years to improve security.

Russia will not make unilateral steps in rapprochement with the EU and BRICS. Russia is ready for more active integration with the European Union, Asian-Pacific Region and BRICS.

Medvedev stated that the political system has stabilized.

The president reminded about the Eurasian Economic Union as one of the most essential players at the world market. Formation of the Customs Union of Russia, Kazakhstan and Belarus was a significant achievement. It is the first supranational unity with Russia involved.

Regarding corruption, the Russian leader noted additional measures to cope with the red tape. Legislative initiatives will also be part of the national plan to combat corruption. The system was supplemented with control over expenses of officials, additional sanctions for violations, formation of special structures for investigating crimes and a mechanism for public control and evaluation.

Medvedev believes that the work of law enforcers should become more clear and socially-controllable. Major achievements were made in improving the judicial system.
