Russian parliament rounds up spring session

The Russian parliament of the sixth calling has rounded up the spring session. The speaker of the lower chamber of parliament, Sergey Naryshkin, called the parliament productive, RIA Novosti reports.

The final session had talks on mandates, the only issue that was not passed. 237 MPs voted against it and only 54 for. The Communist Party left the session without voting. It was passed in the first reading in January by four factions.

United Russia leader Andrey Vorobyov said that the party cannot approve the bill, because 29 regions requested it to be scrapped.

238 MPs voted for the bill on slander and 91 against it in the third reading. The fine was increased to 5 million rubles.

Another legislative initiative is the bill on foreign agents. NGOs financed by foreign states involved in policy are now considered foreign agents. 374 MPs voted for and three against, one abstained. Religious organizations, state corporations and companies are not affected by the law.

A bill expanding the authority of the government in combating the crisis in 2012 was passed. Amendments were introduced to the parliament on June 29 and passed on July 6. The bill allowing amendments to the Budget Code was corrected, finances of the Reserve Fund may be used to stabilize the economy.

The sum may not exceed 5% of the Reserve Fund, which is 12.745 trillion rubles (budget deficit is 0.1% of the GDP).

200 billion of the Reserve Fund may be used to support banks and their clients.
