Russia will sign a deal on construction of the Kambarata-1 Dam and the Verkhnenarynsky Cascade before September 15, a deal on writing of the Kyrgyz debt of $500 million in October and a deal on building a Russian military base for 15 years (starting in 2017) in November, Kommersant reports.
Russia will write of $200 million this year and the remaining $300 million in 10 years, starting in 2016. Kyrgyzstan could not receive finances from the EurAsEC Anti-Crisis Fund and Russian investments because of the debt. Moscow will not demand a share at the Dastan torpedo factory for writing off the debt.
Kyrgyz Prime Minister Omurbek Babanov said that cooperation with the US in military transportation and communication will continue.
The US and Uzbekistan have started negotiations on building the Center for Operative Reaction, which will resemble a US military base after 2014.
US Secretary of State Hillary Clinton crossed Tashkent out of the blacklist of human rights violators. US delegations have started making more regular visits to President Islam Karimov.
Uzbekistan halted its membership in the CSTO and is now allowed to have foreign military bases on its territory. US Assistant Secretary of State Robert Blake said that no long-term military bases were planned in Uzbekistan.
