Russia confirms readiness to reduce strategic offensive arms as long as other states follow the rules, Russian Deputy Foreign Minister Sergey Ryabkov said at the Moscow Conference on Non-Proliferation today, RIA Novosti reports.
The diplomat noted that other states with nuclear potential should disarm themselves, abstain from building space weapons and unilateral anti-missile defense development.
